Planned reform of the Italian cadastral system

As part of the tax reform special focus is on the restructuring of the Italian cadastral system. The assessment basis of the cadastral value should be brought more in line with the real market value of the property. Up to now the cadastral value is calculated by taking criteria such as number of rooms, type, position, significance and other, often outdated, elements into account. The consequence is that the cadastral value is almost always far below the real market value of the property. As the cadastral value of a property serves as basis to calculate its cadastral revenue, which in turn serves as assessment basis for a number of tax contributions (for example land transfer tax, land registry tax, mortgage tax, council tax) property owners have to expect yet another increase in tax payments!
